| | | Be it enacted by the People of the State of Maine as follows: |

| | | Sec. 1. 21-A MRSA §111-A is enacted to read: |

| | | §111-A.__Nonresident property owners |
|
| | | Notwithstanding any other law, a person who is not a | | resident of a municipality is entitled to vote on municipal | | budget issues if the person owns and pays local property tax | | on real property in the municipality.__The Secretary of State | | shall assist municipalities in establishing procedures to | | implement this section. |

| | | Sec. 2. 30-A MRSA §2524, sub-§1, as enacted by PL 1987, c. 737, Pt. | | A, §2 and Pt. C, §106 and as amended by PL 1989, c. 6; c. 9, | | §2 and c. 104, Pt. C, §§8 and 10, is amended to read: |

| | | 1. Qualified voter. Every voter in the town may vote in | | the election of all town officials and in all town affairs, | | except that a nonresident voter authorized to vote under Title | | 21-A, section 111-A may vote only on municipal budget issues. |
|
| | | This bill enables nonresident property owners to vote on | | municipal budget issues. |
