1.__Reduction by 2010.__To 1990 levels by 2010;

2.__Reduction by 2020.__By at least 10% below 1990 levels by 2020; and

3.__Long-term reduction.__Ultimately, to a level that is 75% to 80% below 2003 levels.__The plan must establish a date by which this reduction should be met.

§578.__Rules

The department shall adopt rules to implement this chapter.__ Rules adopted pursuant to this section are routine technical rules as defined in Title 5, chapter 375, subchapter 2-A.

SUMMARY

This bill requires new sources of greenhouse gases to be reported to the Department of Environmental Protection. It also requires the department to create an inventory of greenhouse gas emissions associated with state-owned facilities and state-funded programs and to create a plan for reducing those emissions. The bill also requires the department to enter into carbon emission reduction agreements with nonprofit organizations and businesses. Finally, the bill requires the department to develop a long-term climate action plan for the State.
