Emergency preamble. Whereas, Acts and resolves of the Legislature
do not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, this resolve establishes the Committee to Investigate
the Feasibility of and Need for Regulation of Spoken Language
Interpreters; and

 
Whereas, this resolve is necessary as an emergency measure to
afford adequate time for the issues to be appropriately
addressed by the committee; and

 
Whereas, in the judgment of the Legislature, these facts
create an emergency within the meaning of the Constitution of
Maine and require the following legislation as immediately
necessary for the preservation of the public peace, health and
safety; now, therefore, be it

 
Sec. 1. Committee established. Resolved: That the Committee to
Investigate the Feasibility of and Need for Regulation of
Spoken Language Interpreters, referred to in this resolve as
"the committee," is established; and be it further

 
Sec. 2. Committee membership. Resolved: That the committee consists
of 11 members appointed as follows:

 
1. One member of the Senate appointed by the President of
the Senate;

 
2. One member of the House of Representatives appointed by
the Speaker of the House;

 
3. Three members appointed by the President of the Senate
as follows:

 
A. One member representing the Portland schools
multilingual program;

 
B. One member representing medical service providers; and

 
C. One member representing the Catholic Charities of
Maine Refugee and Immigration Services;

 
4. Three members appointed by the Speaker of the House as
follows:

 
A. One member of Maine SAFE representing forestry workers
in northern Maine;

 
B. One member who is a practicing interpreter; and
