| | Emergency preamble. Whereas, Acts and resolves of the Legislature | do not become effective until 90 days after adjournment unless | enacted as emergencies; and |

| | Whereas, this resolve establishes the Committee to Investigate | the Feasibility of and Need for Regulation of Spoken Language | Interpreters; and |

| | Whereas, this resolve is necessary as an emergency measure to | afford adequate time for the issues to be appropriately | addressed by the committee; and |
|
| | Whereas, in the judgment of the Legislature, these facts | create an emergency within the meaning of the Constitution of | Maine and require the following legislation as immediately | necessary for the preservation of the public peace, health and | safety; now, therefore, be it |

| | Sec. 1. Committee established. Resolved: That the Committee to | Investigate the Feasibility of and Need for Regulation of | Spoken Language Interpreters, referred to in this resolve as | "the committee," is established; and be it further |

| | Sec. 2. Committee membership. Resolved: That the committee consists | of 11 members appointed as follows: |
|
| | 1. One member of the Senate appointed by the President of | the Senate; |
|
| | 2. One member of the House of Representatives appointed by | the Speaker of the House; |
|
| | 3. Three members appointed by the President of the Senate | as follows: |
|
| A. One member representing the Portland schools | multilingual program; |
|
| B. One member representing medical service providers; and |
|
| C. One member representing the Catholic Charities of | Maine Refugee and Immigration Services; |
|
| | 4. Three members appointed by the Speaker of the House as | follows: |
|
| A. One member of Maine SAFE representing forestry workers | in northern Maine; |
|
| B. One member who is a practicing interpreter; and |
|
