| This bill proposes to require the Department of |
| Environmental Protection and the Executive Department, State |
| Planning Office to prepare statements pertaining to the impact |
| that proposed legislation, agency rules or agency action |
| concerning each respective agency has upon municipalities, |
| private ownership, property rights or agency resources, |
| including the costs that the agency would bear. The |
| statements would be furnished to the appropriate joint |
| standing committee of the Legislature for the information of |
| its members and for inclusion in bills that receive an "ought |
| to pass" report when reported by the committee. A statement |
| would not be required for legislation that has no impact upon |
| the respective agency. |
