Sec. 1. Commission established. Resolved: That the Commission to Study
the Department of Inland Fisheries and Wildlife's Fish
Stocking Procedures and Management and the Enforcement of
Fishing Laws in Northwestern Aroostook County, referred to in
this resolve as "the commission," is established; and be it
further

 
Sec. 2. Commission membership. Resolved: That the commission consists
of 11 members appointed as follows:

 
1. One member of the Senate, appointed by the President of
the Senate;

 
2. One member of the House of Representatives, appointed by
the Speaker of the House;

 
3. The Commissioner of Inland Fisheries and Wildlife or the
commissioner's designee;

 
4. One representative of the Sportsman's Alliance of Maine,
appointed by the Speaker of the House;

 
5. One biologist from either the Department of Inland
Fisheries and Wildlife or the University of Maine, appointed
by the Speaker of the House upon recommendation of the
Commissioner of Inland Fisheries and Wildlife; and

 
6. Six members of the public, appointed by the Speaker of
the House of Representatives, one from each of the following
towns: Allagash, St. Francis, St. John, Fort Kent, Wallagrass
and Eagle Lake; and be it further

 
Sec. 3. Chairs. Resolved: That the Senate member is the Senate
chair of the commission and the House of Representatives
member is the House chair of the commission; and be it further

 
Sec. 4. Appointments; convening of commission. Resolved: That all
appointments must be made no later than 30 days following the
effective date of this resolve. The appointing authorities
shall notify the Executive Director of the Legislative Council
once all appointments have been completed. Within 15 days
after appointment of all members, the chairs shall call and
convene the first meeting of the commission; and be it further

 
Sec. 5. Duties. Resolved: That the commission shall examine the
Department of Inland Fisheries and Wildlife's fish stocking
procedures and related management and the enforcement of laws
pertaining to fishing in northwestern Aroostook County; and be
it further
