Whereas, East Millinocket is in dire need of funds because of outstanding taxes owed to that town by Great Northern Paper, Inc.; and

Whereas, if the funds are not provided immediately, the schools in East Millinocket may be forced to close their doors; and

Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore, be it

Sec. 1. Contingent repayment of emergency funding. Resolved: That, if Great Northern Paper, Inc. or its successor in title remits to the Town of East Millinocket the outstanding property taxes owed by that entity to the town, the Town of East Millinocket shall return to the State the amount appropriated in section 2; and be it further

Sec. 2. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

Initiative: Provides funds on a one-time basis for the Town of East Millinocket to pay for the local share of the cost of kindergarten to grade 12 education in fiscal year 2002-03 due to Great Northern Paper, Inc. not paying its taxes to the town.
