| Be it enacted by the People of the State of Maine as follows: |

| | Sec. 1. Calculation and Transfer. Notwithstanding the Maine Revised | Statutes, Title 5, section 1585 and any other provision of | law, the State Budget Officer shall calculate the amount of | savings resulting from an across-the-board reduction in | General Fund appropriations of approximately 10% for the 2004- | 2005 biennium. These reductions must be applied against each | General Fund account for all departments and agencies based on | the total appropriations to those accounts. These transfers | are considered adjustments to appropriations. To facilitate | the process, each reduction must be evaluated by the State | Budget Officer to determine whether the services being reduced | could be provided by the private sector. |

| | Sec. 2. Reduction. The Governor shall submit the budget for the | 2006-2007 biennium that contains a 10% across-the-board | reduction from 2004-2005 biennium budget levels that resulted | after the reduction calculated by the State Budget Officer in | section 1 of this Act. |

| | Sec. 3. Appropriations and allocations. The following appropriations and | allocations are made from various funds for the fiscal years | ending June 30, 2004 and June 30, 2005. |
