Sec. 3. Chairs; meetings. Resolved: That the Senate member is the Senate chair of the commission and the House of Representatives member is the House chair of the commission. The commission may meet as often as necessary to complete its work; and be it further

Sec. 4. Appointments; convening of commission. Resolved: That all appointments must be made no later than 60 days following the effective date of this resolve. The appointing authorities shall notify the Executive Director of the Legislative Council once all appointments have been completed. Within 15 days after appointment of all members, the chairs shall call and convene the first meeting of the commission; and be it further

Sec. 5. Duties. Resolved: That the commission shall examine and shall make recommendations regarding the following issues concerning care for persons with dementia:

1. The scope and severity of problems resulting from the lack of long-term care programs and facilities adequate to meet the needs of persons with aggressive behaviors caused by dementia and other diseases;

2. The factors leading to the lack of care in Maine for persons with aggressive behaviors caused by dementia and other diseases and alternative types of care being utilized in other states; and

3. Recommendations for improvements in programs and facilities for persons with aggressive behaviors caused by dementia and other diseases that will improve their health and safety and alleviate the burden on persons who live with and provide care for those persons; and be it further

Sec. 6. Staff assistance. Resolved: That the commission shall provide its own staff; and be it further

Sec. 7. Compensation. Resolved: That the members of the commission not otherwise compensated by their employers are entitled to receive legislative per diem, as defined in Maine Revised Statutes, Title 3, section 2 and reimbursement for travel and other necessary expenses related to their attendance at authorized meetings of the commission provided nonstate funding is made available to the commission; and be it further
