(5)__The Commissioner of Environmental Protection or
the commissioner's designee.

 
(6)__The Maine Land Use Regulation Commission shall
appoint a designee to represent the Land Use
Regulation Commission.

 
B.__All members are appointed for staggered terms of 3
years.__Members serve until their successors are chosen.__
A vacancy must be filled by the same appointing authority
that made the original appointment.__Appointed members may
not serve more than 2 complete terms.__Terms are staggered
as follows.

 
(1)__The following members serve for an initial term
of one year:__one of the owners or consultants of a
new renewable energy business and one of the members
who represent the public at large as appointed by the
Governor; and the member appointed by the President
of the Senate who represents a consumer interest
organization.

 
(2)__The following members serve for an initial term
of 2 years:__the other member who is an owner or
consultant of a new renewable energy business and one
of the members who represent the public at large as
appointed by the Governor and the member appointed by
the Speaker of the House of Representatives who
represents a transmission and distribution utility.

 
(3)__The other members serve for 3-year terms.

 
C.__The Governor shall appoint one member who is not a
government employee to serve as chair.

 
D.__The committee shall meet at least 2 times per year and
at any time at the call of the chair or upon written
request to the chair by 4 of the voting members.

 
E.__The commission shall provide the committee with staff
support.

 
F.__Members of the committee are not entitled to
compensation but must be reimbursed for expenses incurred
due to participation in the committee.

 
7.__Rulemaking.__The commission shall adopt rules to
implement the requirements of this section.__Rules adopted
pursuant to this subsection are major substantive rules as
defined in Title 5, chapter 375, subchapter 2-A.
