1.__Operating funds savings.__ Achieve cost savings in operating funds related to administrative services and other service deliveries; and

2.__Investment in instruction.__Direct the use of the money saved under subsection 1 for funds related to instruction.

§15752.__Program criteria

The Department of Administrative and Financial Services shall establish program criteria through which a school administrative unit may demonstrate that it has adopted practices that have achieved or will achieve in a time period set by the department the savings and investments described in section 15751.__The department shall establish these criteria in consultation with:

1.__Department of Education.__The Department of Education;

2.__Maine School Management Association.__The Maine School Management Association, or its successor; and

3.__Study committee or task force.__Any study committee of the Legislature or task force established by executive order having as its charge the study of achieving efficient and equitable delivery of elementary and secondary education.

§15753.__Program application

Prior to the end of fiscal year 2004-05, a school administrative unit may apply to the Commissioner of Administrative and Financial Services for a distribution from the program.__The commissioner, or the commissioner's designee, shall apply the criteria established under section 15752 to determine whether, and in what amount, to disburse money from the program to the school administrative unit.
