Emergency preamble. Whereas, Acts and resolves of the Legislature
do not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, the commission established in this resolve must
initiate its study before the 90-day period expires in order
that the study may be completed and a report submitted in time
for submission to the next legislative session; and

 
Whereas, in the judgment of the Legislature, these facts
create an emergency within the meaning of the Constitution of
Maine and require the following legislation as immediately
necessary for the preservation of the public peace, health and
safety; now, therefore, be it

 
Sec. 1. Commission established. Resolved: That the Commission to
Determine Why Young People Are Leaving Maine, referred to in
this resolve as "the commission," is established; and be it
further

 
Sec. 2. Commission membership. Resolved: That the commission consists
of 9 members appointed as follows:

 
1. The youngest female member of the House of
Representatives, appointed by the Speaker of the House;

 
2. A male member of the House of Representatives, appointed
by the Speaker of the House, who is of a different party from
the other legislative member of the House of Representatives
and is from a different geographic region from the other
legislative members;

 
3. The youngest member of the Senate, appointed by the
President of the Senate;

 
4. A member of the Senate, appointed by the President of
the Senate, who is of a different gender and different party
from the other legislative member of the Senate and is from a
different geographic region from the other legislative
members;

 
5. Three members of the public who are under 21 years of
age, one appointed by the President of the Senate and 2
appointed by the Speaker of the House;

 
6. One expert in the field of migration, appointed by the
President of the Senate; and

 
7. One expert on Maine, appointed by the Speaker of the
House; and be it further
