| | Sec. 1. Commission established. Resolved: That the Commission to | Determine Why Young People Are Leaving Maine, referred to in | this resolve as "the commission," is established; and be it | further |

| | Sec. 2. Commission membership. Resolved: That the commission consists | of 9 members appointed as follows: |

| | 1. The youngest female member of the House of | Representatives, appointed by the Speaker of the House; |
|
| | 2. A male member of the House of Representatives, appointed | by the Speaker of the House, who is of a different party from | the other legislative member of the House of Representatives | and is from a different geographic region from the other | legislative members; |
|
| | 3. The youngest member of the Senate, appointed by the | President of the Senate; |
|
| | 4. A member of the Senate, appointed by the President of | the Senate, who is of a different gender and different party | from the other legislative member of the Senate and is from a | different geographic region from the other legislative | members; |
|
| | 5. Three members of the public who are under 21 years of | age, one appointed by the President of the Senate and 2 | appointed by the Speaker of the House; |
|
| | 6. One expert in the field of migration, appointed by the | President of the Senate; and |
|
| | 7. One expert on Maine, appointed by the Speaker of the | House; and be it further |
