B.__Adopt rules, which are routine technical rules as defined in Title 5, chapter 375, subchapter 2-A, to prevent undesirable conduct relating to the operation of video lottery terminals, including the following:

(1)__The practice of any fraud or deception upon a player of a video lottery terminal;

(2)__The presence of a video lottery terminal in or at premises that may be unsafe due to fire hazard or other such conditions;

(3)__The use of obscene advertising;

(4)__The solicitation on a public way of persons to play video lottery terminals;

(5)__The infiltration of organized crime into the operation of video lottery terminals or into the distribution of the terminals;

(6)__The presence of disorderly persons in a location where video lottery terminals are in use; and

(7)__In promoting, advertising or otherwise marketing the operation of video terminals, the use of any words that describe or characterize such operations in a manner not otherwise presently legal in the State;

C.__Direct the director to disable any video lottery terminal if the Chief of the State Police has reason to believe that:

(1)__A person has illegally tampered with the video lottery terminal;

(2)__The funds from the video lottery terminal have not been distributed, deposited or allocated in accordance with section 383;

(3)__The video lottery terminal does not meet the licensure requirements of this chapter; or

(4)__A licensee is guilty of criminal conduct; and
