| | | Whereas, the federal Elementary and Secondary Education Act | | of 1965, 20 United States Code, Chapter 70, Subchapter II, | | Part A, as amended by the federal No Child Left Behind Act of | | 2001, has established high standards and requirements for | | professional and paraprofessional educators in the State; and |

| | | Whereas, this legislation must be enacted as an emergency | | measure in order for the Department of Education to establish | | a program of state support and technical assistance for | | professional and paraprofessional educators in the State to | | assist them in meeting the educator quality requirements of | | the federal Elementary and Secondary Education Act of 1965, 20 | | United States Code, Chapter 70, Subchapter II, Part A, as | | amended by the federal No Child Left Behind Act of 2001; and |

| | | Whereas, in the judgment of the Legislature, these facts | | create an emergency within the meaning of the Constitution of | | Maine and require the following legislation as immediately | | necessary for the preservation of the public peace, health and | | safety; now, therefore, |
