A.__The fire service representative in this State for 2 years; |

| B.__One public member for 3 years; |
|
| C.__One public member for 4 years; |
|
| D.__The insurance representative for 2 years; |
|
| E.__One home contractor for 3 years; |
|
| F.__The municipal code enforcement officer for 4 years; and |
|
| G.__The engineer or architect for 2 years. |

| | 3.__Meetings; quorum.__The board shall meet at least once a | year and at such other times as the board determines necessary.__ | A majority of the members of the board constitutes a quorum for | the transaction of business under this chapter. |

| | 4.__Election of officers.__The board shall annually elect a | chair and other officers as the board determines necessary. |
|
| | The board may establish guidelines and rules by which this | chapter is administered.__Except as otherwise indicated, rules | adopted pursuant to this chapter are routine technical rules as | defined in Title 5, chapter 375, subchapter 2-A.__The board may | adopt rules: |

| | 1.__Professional qualifications.__To be applied in determining | whether professional qualifications meet the license | qualifications under this chapter; |
|
| | 2.__License qualifications.__Relating to the qualifications of | an applicant for a license authorized under this chapter that | ensure that an applicant is sufficiently trustworthy and | competent to practice as a licensee under this chapter; |
|
| | 3.__Standards of practice.__Consistent with the standards set | forth in this chapter and the building code adopted in this | chapter governing the practice of home construction or home | improvement and the sales of home contractor services in order to | establish standards of practice that serve the public interest.__ | These may be in addition to the rules established under this | chapter; and |
|
| | 4.__Other.__To enforce other rules that are necessary for the | performance of the board's duties under this chapter. |

|
