After March 31st, a person may pay a registration fee of $21.25 for residents and $43.75 for nonresidents and receive a registration covering the remainder of the registration period plus one additional year.

6.__Duplicate registration certificate.__The holder of a registration certificate issued under this section may obtain a duplicate from the commissioner upon application and payment of a fee of $1.

7.__Transfer of ownership, discontinuance of use.__A transfer of ownership or discontinuance of use of an all-terrain vehicle is subject to this subsection.

A.__Whoever transfers the ownership or discontinues the use of a registered all-terrain vehicle shall, within 10 days, properly sign the registration, indicate the disposition of the all-terrain vehicle, and return the registration to the commissioner.

B.__An all-terrain vehicle owner who transfers ownership or discontinues its use may, within 10 days from the date of transfer or discontinuance, apply to the commissioner for registration of another all-terrain vehicle.__The fee for the transfer is $2, and the registration is valid for the remainder of the registration year for which the previous all-terrain vehicle had been registered.

C.__When there is a change of ownership of an all-terrain vehicle for which a registration has previously been issued, the new owner shall apply for a new registration and shall pay the applicable fee under subsection 5.

8.__Restrictions.__This subsection applies to the registration of an ATV.

A.__The registration certificate is subject to inspection by any law enforcement officer on demand.

B.__The registrant shall notify the commissioner if an ATV is destroyed, abandoned, stolen or permanently removed from the State.

9.__Display of registration numbers.__Each new ATV sold in the State must have 3 1/2 inch by 6 inch spaces provided on the front and rear of the machine, as high above the tires as
