collected must be deposited in the Snowmobile Trail
Fund.

 
(3)__If any of the money is not expended during the year in
which the money is collected, the unexpended balance
does not lapse, but is carried as a continuing account
available for the purposes specified until expended.

 
B.__The bureau is authorized to use money credited to the
Snowmobile Trail Fund for snowmobile trail acquisition,
including, but not limited to, the purchase or lease of real
estate, grants to snowmobile clubs, municipalities and
counties for the acquisition of snowmobile trail maintenance
equipment and the acquisition of easements, construction,
development, planning and maintenance and for providing
educational and informational materials for the use of
operators of snowmobiles and for research.

 
C.__The money distributed to municipalities by the bureau
under this subsection may be appropriated by the
municipalities for any purpose for which they may lawfully
appropriate money.

 
Sec. C-2. 12 MRSA §9908 is enacted to read:

 
§9908. Unlawful fishing for Atlantic salmon

 
1.__Prohibition.__A person may not fish for Atlantic salmon in
violation of the provisions of this Part.

 
2.__Penalty.__A person who violates this section commits a
Class E crime, and the court shall impose an additional fine of
$500, none of which may be suspended, for each Atlantic salmon
unlawfully possessed.

 
PART D

 
Sec. D-1. Rules; transition. All rules adopted by any state agency,
department or board under the authority of the Maine Revised
Statutes, Title 12, former Part 10 continue in force until they
are repealed, rescinded, amended or revoked.

 
Sec. D-2. Rule-making authority. All rule-making authority enacted in
Part A of this Act is a continuation of rule-making authority
contained in the Maine Revised Statutes, Title 12, former Part
10, and is not new rule-making authority for the purposes of
Title 5, chapter 375, subchapter 2-A. Notwithstanding Title 5,
chapter 375, subchapter 2-A, any change
