H.__Conduct studies and analyses related to the provision of health care, health care costs and quality, and matters Dirigo Health considers appropriate;

I.__Establish and administer a revolving loan fund to assist providers in the purchase of hardware and software necessary to implement the provisions of section 2436, subsection 2-A.__ Dirigo Health shall solicit matching contributions to the fund from each health insurer licensed to do business in this State;

J.__Apply for and receive funds or grants from public and private sources; and

K.__In accordance with the limitations and restrictions of this chapter, cause any of its powers or duties to be carried out by one or more nonprofit organizations exempt from taxation under the United States Internal Revenue Code and organized, created or operated under the laws of this State.

2.__Duties.__Dirigo Health shall:

A.__Establish administrative and accounting procedures for the operation of Dirigo Health;

B.__Collect the recovery payments provided in section 6920;

C.__Develop the specifications for Dirigo Health Insurance in accordance with the provisions in section 6916;

D.__Develop and implement a program to publicize the existence of Dirigo Health and Dirigo Health Insurance, the eligibility requirements and the enrollment procedures for Dirigo Health Insurance and to maintain public awareness of Dirigo Health and Dirigo Health Insurance;

E.__Arrange the provision of Dirigo Health Insurance benefit coverage to eligible individuals and eligible employees through contracts with one or more qualified bidders; and

F.__Establish and operate the Maine Quality Forum in accordance with the provisions of section 6951.
