| | 2. Charter amendment.__In the case of a charter amendment the | question to be submitted to the voters must be in substance as | follows: |

| | 3.__Voter information.__Reports must be made available and | summaries prepared and made available in substantially the same | form, manner and time as provided in section 2105, subsection 3. |

| | 4.__Effective date.__If a majority of the ballots cast in the | municipal service district on any question under subsection 1 or | 2 favors acceptance, the charter revision, charter modification | or charter amendment becomes effective as provided in this | subsection, provided the total number of votes cast for and | against the question equals or exceeds 30% of the total votes | cast in the participating municipalities as a whole at the last | gubernatorial election. |

| A.__Except as provided in subparagraph (1), charter | revisions or charter modifications adopted by the voters | take effect on the first day of the next succeeding | municipal year. |

| (1)__Charter revisions or charter modifications take | effect immediately for the purpose of conducting any | elections required by the new provisions. |
|
| B.__Charter amendments adopted by the voters take effect on | the date determined by the municipal service district | officers, but not later than the first day of the next | municipal year. |
|
| | Within 3 days after the results of an election under section | 2115 have been declared, the municipal service district clerk | shall prepare and sign identical certificates setting forth any | charter that has been revised and any charter modification or | amendment approved.__The clerk shall send one certificate to each | of the following: |
