Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 12 MRSA §1834, sub-§2, as enacted by PL 1997, c. 678, §13, is
amended to read:

 
2. Grant of permits. The bureau may grant permits and enter
into contracts to cut timber, harvest grass and wild foods, tap
maple trees for sap and cultivate and harvest crops provided that
those permits and contract rights create revocable licenses to
the permittee or party to the contract and do not create any real
property interest in the nonreserved public lands. The bureau
may not grant a permit to, or enter into a contract with, an
individual who is not a United States resident for the cutting,
skidding or hauling of timber on or from nonreserved public
lands.__If the bureau grants a permit or enters into a contract
with a corporation or other legal entity to cut timber on
nonreserved public lands, that permit or contract must include a
provision prohibiting any person who is not a United States
resident from cutting, skidding or hauling timber on or from
nonreserved public lands.__For purposes of this subsection,
"United States resident" means a person who is considered a
United States resident for purposes of 26 United States Code,
Subtitle A (2003).
