| Be it enacted by the People of the State of Maine as follows: |

| | Sec. 1. 12 MRSA §1834, sub-§2, as enacted by PL 1997, c. 678, §13, is | amended to read: |
|
| | 2. Grant of permits. The bureau may grant permits and enter | into contracts to cut timber, harvest grass and wild foods, tap | maple trees for sap and cultivate and harvest crops provided that | those permits and contract rights create revocable licenses to | the permittee or party to the contract and do not create any real | property interest in the nonreserved public lands. The bureau | may not grant a permit to, or enter into a contract with, an | individual who is not a United States resident for the cutting, | skidding or hauling of timber on or from nonreserved public | lands.__If the bureau grants a permit or enters into a contract | with a corporation or other legal entity to cut timber on | nonreserved public lands, that permit or contract must include a | provision prohibiting any person who is not a United States | resident from cutting, skidding or hauling timber on or from | nonreserved public lands.__For purposes of this subsection, | "United States resident" means a person who is considered a | United States resident for purposes of 26 United States Code, | Subtitle A (2003). |
