Rules.__The commission may adopt rules to enforce the | | obligation of licensees to use funds distributed under this | | section to supplement harness racing purses and to require | | licensees to account for funds.__Rules adopted pursuant to this | | subsection are routine technical rules pursuant to Title 5, | | chapter 375, subchapter 2-A. |

| | | Sec. A-4. 8 MRSA c. 31 is enacted to read: |

| | | As used in this chapter, unless the context otherwise | | indicates, the following terms have the following meanings. |
|
| | | 1.__Applicant.__"Applicant" means a person who has submitted | | an application for a license. |
|
| | | 2. Associated equipment.__"Associated equipment" means any | | component part used, or intended for use, in__a slot machine, | | including, but not limited to, software, integrated circuit | | chips, printed wired assemblies, printed wired boards, printing | | mechanisms, video display monitors and metering devices. |

| | | 3.__Beano.__"Beano" has the same meaning as set forth in Title | | 17, section 311, subsection 1. |
|
| | | 4.__Board.__"Board" means the Gambling Control Board | | established under section 1002. |
|
| | | 5.__Business organization.__"Business organization" means a | | partnership, incorporated or unincorporated association, firm, | | corporation, limited liability company, trust or other form of | | business or legal entity other than a financial institution | | regulated by a state or federal agency that is not exercising | | control over a licensee. |

| | | 6.__Commercial track.__"Commercial track" has the same meaning | | as set forth in section 275-A, subsection 1. |

| | | 7.__Compensation percentage.__"Compensation percentage" means | | the percentage of gross slot machine income determined pursuant | | to section 1037 and remitted to the State by a slot |
