18.__Telecommunications services.__"Telecommunications services" means all telecommunications services as described in this subsection.

A. "Telecommunications services" includes:

(1)__The provision of 2-way interactive communications through the use of telecommunications equipment, exclusive of mobile telecommunications services;

(2)__Two-way interactive mobile telecommunications services provided by a home service provider to a customer whose place of primary use is within this State, to the extent those services are associated with transmissions that originate and terminate within this State or within any other state.__For purposes of this paragraph, the term "state" includes the District of Columbia and any territory or possession of the United States; and

(3) Prepaid calling service.

B.__"Telecommunications services" does not include:

(1)__Except as otherwise provided by this subsection, service originating or terminating outside this State;

(2)__Access services;

(3)__Directory advertising services;

(4)__The sale of unbundled network elements for use in the provision of telecommunications services;

(5)__The lease of telecommunications equipment; or

(6)__Mobile telecommunications services provided by a home service provider to a customer whose place of primary use is not within this State.

19.__Video media; video equipment.__"Video media" means prerecorded magnetic tapes used for noncommercial playback of images and sound on video equipment, and other electronic audio and video media that provide for noncommercial interactive
