3. It moves the duties of the Maine Technology Institute and
the Applied Technology Development Centers to the Office of
Innovation.

 
4. It repeals the section of the statutes related to the Maine
Promotion Council Cooperative.

 
5. It repeals outdated duties of the Commissioner of Economic
and Community Development.

 
PART N

 
Part N does the following.

 
1. It amends the law to establish the maximum debt service
limits for school construction for 2008 and 2009.

 
2. It clarifies the lease-purchase language for the
replacement of Carpenter buses authorized by Resolve 2003,
chapter 92, Part B.

 
3. It specifies the general purpose aid for local schools
actual education certification and appropriation levels for
fiscal year 2004-05 as required by the Maine Revised Statutes,
Title 20-A, section 15605.

 
PART O

 
Part O authorizes encumbered balances for automating the
Department of Inland Fishers and Wildlife's licensing,
registration and permitting processes to carry forward until June
30, 2005.

 
PART P

 
Part P does the following.

 
1. It amends the law to authorize the Chief Justice of the
Supreme Judicial Court to use General Fund appropriations to
cover miscellaneous costs associated with the operation of the
deposited cash bail account.

 
2. It authorizes the Chief Justice to use $23,000 of current
General Fund appropriations to cover a shortage in the Judicial
Department bail account.
