7. It authorizes the Department of Human Services to
implement a retroactive rule to recover funds for return on
equity, previously allowable as an expense to nursing facilities.

 
8. It authorizes the Department of Human Services to
establish minimum record-keeping requirements for agencies
administering Temporary Assistance for Needy Families programs.

 
9. It specifies that $1,100,000 of unencumbered balance
forward in fiscal year 2003-04 in the State Supplement to Federal
Supplemental Security Income, General Fund account in the
Department of Human Services lapses to the General Fund in fiscal
year 2003-04.

 
PART EE

 
Part EE amends the law to allow for a partial transfer of
funds from the General Fund to the Maine Clean Election Fund to
occur on September 1, 2004.

 
PART FF

 
Part FF amends the law to require group health insurance
policies and contracts, other than those covering employees of
employers with 20 or fewer employees, to provide coverage for
crisis and crisis residential services.

 
PART GG

 
Part GG amends the law to allow fees from borrow pits and
mining to be deposited in the Maine Environmental Protection Fund
consistent with the merger of the Borrow Pit Account into the
Maine Environmental Protection Fund as a subaccount in Part A of
the bill.

 
PART HH

 
Part HH does the following.

 
1. It amends the law to increase the allowable level of tax
that may be imposed on hospital net revenues up to but not
exceeding 2.03%.

 
2. It amends the law to allow hospitals to pay any tax levied
against them in 2 equal payments, one due in November and the
other due in May of the state fiscal year for which the tax is
being imposed.
