Initiative: Provides for the deallocation of funds in the Disproportionate Share - AMHI and Disproportionate Share - BMHI programs and deallocates funds in the accounts established in the Maine Revised Statutes, Title 34-B, section 1409 for the Augusta Mental Health Institute and the Bangor Mental Health Institute as a result of the change in the budgeted federal financial participation rate for federal fiscal year 2004-05 from 66.01% to 64.89%.
