1. Prohibition. Except in accordance with section 12659 12659-A, subsections subsection 1 and 2, a person may not fish with more than 2 lines at any one time.

Sec. 277. 12 MRSA §12652, sub-§2, as enacted by PL 2003, c. 414, Pt. A, §2 and affected by Pt. D, §7, is repealed and the following enacted in its place:

2.__Penalty.__The following penalties apply to violations of this section.

A.__A person who violates this section commits a civil violation for which a fine of not less than $100 nor more than $500 may be adjudged.

B.__A person who violates this section after having been adjudicated as having committed 3 or more civil violations under this Part within the previous 5-year period commits a Class E crime.

Sec. 278. 12 MRSA §12654-A is enacted to read:

§12654-A.__Limit on artificial flies

1. Prohibition.__A person may not fish with more than 3 unbaited artificial flies individually attached to a line.

2.__Penalty.__The following penalties apply to violations of this section.

A.__A person who violates this section commits a civil violation for which a fine of not less than $100 nor more than $500 may be adjudged.

B.__A person who violates this section after having been adjudicated as having committed 3 or more civil violations under this Part within the previous 5-year period commits a Class E crime.

Sec. 279. 12 MRSA §12655, as enacted by PL 2003, c. 414, Pt. A, §2 and affected by Pt. D, §7, is repealed and the following enacted in its place:

§12655.__Unlawful use of bait

1. Prohibition.__During times when fishing is limited by rule to the use of artificial lures only, a person may not use:
