| A.__Has legal authority as a fiscal entity functionally | equivalent to that of a school administrative unit; |
|
| B.__Is entitled to receive reimbursement from the State for | 5 consecutive years of an amount equal to a percentage of | the total cost of salary and benefits of one full-time | equivalent regional staff member in accordance with the | following schedule: |
|
| (1)__In the first year, 100%; |
|
| (2)__In the 2nd year, 80%; |
|
| (3)__In the 3rd year, 60%; |
|
| (4)__In the 4th year, 40%; and |
|
| (5)__In the 5th year, 20%; |
|
| C.__Is entitled to receive for 5 consecutive years | reimbursement of 25% of the amount paid by the participating | school administrative units for locally approved graduate | courses for teachers; |
|
| D.__Is eligible to receive regionwide services software, | purchased by the State; |
|
| E.__Is eligible to receive state assistance for providing | regional services training programs; and |
|
| | 4.__Efficient school units with student populations less than | 1,000.__Except as otherwise provided by subsection 7 or section | 3706, subsection 3, an efficient school unit that has an | aggregate resident student population of 1,000 or less, as | recorded by the department, on the date of its certification | under section 3706 is entitled to receive: |
|
| A.__For 5 consecutive years, an increase in general purpose | aid equivalent to 5% of the state share of the operating | allocations for the efficient school unit for the fiscal | year in which it was certified under section 3706; and |
|
| B.__For 5 consecutive years, reimbursement from the State in | an amount equivalent to 25% of any non-state-supported major | capital construction debt approved by the commissioner and | incurred prior to July 1, 2004 by the efficient school unit. |
