| A.__Is suffering from the loss of both arms above the elbow | or from the loss of the use of both arms; and |
|
| B.__Can demonstrate, to the satisfaction of the | commissioner, proficiency with that weapon, including | knowledge of safety skills and responsible hunting practices | relevant to that weapon. |
|
| A person who applies for a license to hunt deer with an | unconventional weapon on the basis that the person has lost the | use of both arms must submit a statement by a doctor licensed to | practice medicine in the State verifying that the applicant has | lost the use of both arms to the extent that it would be | medically impossible for that person to hunt with a conventional | weapon. |

| | 4.__Schedule of fees.__The schedule of fees for this license | is the same schedule of fees for other licenses provided in | section 11109 that allow the licensee to take deer, subject to a | special privilege in section 10108, subsection 3 and section | 10853. |
|
| | 5.__Applicability of laws.__Except as provided in this | section, those portions of this Part relating to deer are | applicable to the taking of deer with a license issued under this | section. |
|
| | 1.__Unlawful baiting of deer.__A person may not, during an | open hunting season on deer: |
|
| A.__Place salt or any other bait or food in a place to | entice deer to that place; or |
|
| B.__Hunt from an observation stand or blind overlooking | salt, grain, fruit, nuts or other foods known to be | attractive to deer.__This prohibition does not apply to | hunting from an observation stand or blind overlooking: |
|
| (2)__Foods that are left as a result of normal | agricultural operations or as a result of a natural | occurrence; or |
|
| (3)__Bear bait that is placed at a bear hunting stand | or blind in accordance with section 11301, subsection | 1. |
