which they may be conducted. These rules must be reviewed
periodically; and

 
B.__Fixing the maximum total value of prizes that may be
awarded at each derby or tournament.

 
4.__Issuance.__The commissioner, following a determination
that an applicant has complied with all rules adopted pursuant to
this section, may issue a permit to the applicant authorizing the
conduct of the derby or tournament.__Applicants who have
conducted derbies or tournaments in the requested body of water
in the past that have conformed with all rules must be given
preference in the issuance of permits.

 
5.__Fee.__The fee for a permit to conduct a fishing derby or
fishing tournament is $24.

 
§12505. Bass tournament permit

 
1.__Permit required.__A person may not conduct a bass
tournament in waters free of ice without a permit issued under
this section.

 
Each day a person violates this subsection, that person commits a
Class E crime for which a minimum fine of $50 and an amount equal
to twice the applicable license fee must be imposed.

 
2.__Application.__A bass club seeking approval to conduct a
bass tournament pursuant to this section may make application to
the commissioner in a manner and form to be designated by the
commissioner. The application must include the club's tournament
rules, any amendments or changes to the rules and a schedule of
the dates, places and times of the proposed tournament.

 
3.__Issuance; notification to municipality. The commissioner,
following a determination that a bass club has complied with all
rules adopted pursuant to this section, may issue a permit to the
applicant club authorizing the club to conduct the tournament
during open season for black bass in waters free of ice.__At
least 10 days prior to issuing the permit, the commissioner shall
notify any affected municipality of the receipt of an application
for a multi-day bass tournament.

 
4.__Fee.__The fee for a bass tournament permit is:

 
A.__For weigh-in tournaments, $50 per day; and

 
B.__For catch-and-release tournaments, $10 per day.
