| §6909.__Executive director |
|
| | 1.__Appointed position.__The executive director is appointed | by the board and serves at the pleasure of the board.__The | position of executive director is a major policy-influencing | position as designated in Title 5, section 934-B. |
|
| | 2.__Duties of executive director.__The executive director | shall: |
|
| A.__Serve as the liaison between the board of directors and | Dirigo Health and serve as secretary and treasurer to the | board; |
|
| B.__Manage Dirigo Health's programs and services, including | the Maine Quality Forum established under section 6951; |
|
| C.__Employ or contract on behalf of Dirigo Health for | professional and nonprofessional personnel or service. | Employees of Dirigo Health are subject to the Civil Service | Law, except that the position of Director of the Maine | Quality Forum is not subject to the Civil Service Law; |
|
| D.__Approve all accounts for salaries, per diems, allowable | expenses of Dirigo Health or of any employee or consultant | and expenses incidental to the operation of Dirigo Health; | and |
|
| E.__Perform other duties prescribed by the board to carry | out the functions of this chapter. |

| §6910.__Dirigo Health Insurance |
|
| | 1.__Dirigo Health Insurance.__Dirigo Health shall arrange for | the provision of health benefits coverage through Dirigo Health | Insurance not later than October 1, 2004.__Dirigo Health | Insurance must comply with all relevant requirements of this | Title.__Dirigo Health Insurance may be offered by health | insurance carriers that apply to the board and meet | qualifications described in this section and any additional | qualifications set by the board. |

| | 2.__Legislative approval of nonprofit health care plan or | expansion of public plan.__If health insurance carriers do not | apply to offer and deliver Dirigo Health Insurance, the board may | have Dirigo Health provide access to health insurance by | proposing the establishment of a nonprofit health care plan |
