statewide per-pupil property fiscal capacity. The income weight, as
defined in subsection 14, plus the property weight must total one.

 
25.__School administrative staff.__"School administrative
staff" means full-time public school principals and assistant
principals, as documented in the department's database.

 
26.__School administrative unit's local contribution to per-
pupil guarantee. "School administrative unit's local contribution
to the per-pupil guarantee" means the funds that a school
administrative unit provides for each subsidizable pupil who
resides in that unit.

 
27.__School administrative unit's state contribution to per-
pupil guarantee. "School administrative unit's state contribution
to the per-pupil guarantee" means the funds that the State
provides to a school administrative unit for each subsidizable
pupil who resides in that unit.

 
28.__School level.__"School level" means elementary level,
middle school level and high school level.

 
29.__School level teaching staff.__"School level teaching
staff" means full-time public classroom teachers, itinerant
classroom teachers and special teachers of reading or literacy
specialists excluding special education teachers and vocational
education teachers, as documented in the department's database.

 
30.__Secondary grades.__"Secondary grades" means grade 9 to
grade 12.

 
31.__State share percentage.__"State share percentage" means
the percentage of the sum of the following amounts that is
provided by a state appropriation:

 
A.__Operating costs total allocation, as described in
section 15683;

 
B.__Program costs allocation, as described in section 15608,
subsection 2;

 
C.__Allocations for debt service costs, as defined in
section 15603, subsection 8; and

 
D.__Allocations for all adjustments and miscellaneous costs
authorized pursuant to sections 15612 and 15613.
