Sec. I-1. PL 2003, c. 51, Pt. H, §7, as amended by PL 2003, c. 451, Pt. P, §4, is further amended to read:

*Sec. H-7. Intergovernmental transfer. The Commissioner of Administrative and Financial Services shall annually establish the amount that must be transferred from the City of Portland as an intergovernmental transfer.
