Sec. 3. 8 MRSA §227-A, sub-§7 is enacted to read:

7.__Indoor pyrotechnics.__All indoor pyrotechnic events must be monitored by the State Fire Marshal or the State Fire Marshal's designee.

Sec. 4. 8 MRSA §233, sub-§§1 to 3 are enacted to read:

1.__Complete application required.__A licensee shall submit a complete application for renewal at least 30 days prior to the expiration of a license under this chapter.__An application is not complete unless it includes all materials required to be evaluated for licensure.

2.__Renewal submitted within 90 days following license expiration.__Notwithstanding subsection 1, a person may renew a license under this chapter for up to 90 days after the date of expiration of the license.__The 90-day period does not postpone the expiration date of the existing license.__A licensee whose license has lapsed may not work as a fireworks technician until a renewed license is issued.

3.__Renewal submitted more than 90 days following license expiration.__An application for license renewal under this section submitted more than 90 days after the license expiration date is considered an application for a new license and is subject to all requirements governing a new application.
