	This bill includes a General Fund appropriation of $210,041 to the General Purpose Aid for Local Schools program within the Department of Education to provide for a 10% increase in funding for the English as a 2nd Language program.  The fiscal year 2003-04 appropriation for students of limited proficiency in English is $2,100,412.
