In
general, the bill assumes the costs of development of the InforME CNA
registry would be offset by the collection of the $3 per inquiry fee. Whether all of the development and
start-costs (DHS estimates at $200,000) would be offset in the initial year
by the inquiry fee, and whether the collections may exceed costs after start
up, can not be determined at this time. Who is at risk or who may benefit
will depend on the contractual relationship between InforMe and the
State. The costs of the background
check are estimated at $1,600 (200 students x $8 per background check),
presumably to be paid by the students as part of their tuition. |
