Fiscal Detail and Notes
	The amount of funding each local school unit receives through the "operating" category of the school funding formula is based on the establishment of the statwide Per Pupil Guarantee, not on the actual expenditures for each local school unit.  Removing the costs for school administrators from the "operating costs" portion of the school funding formula would not impact the amount of subsidy received by the local units.
