	This bill requires the University of Maine to borrow up to $8,750,000, using their tax exempt revenue bonding authority, to build a dormitory at the University of Maine at Fort Kent.  Although there is no immediate impact to the General Fund, this requirement would increase debt service costs to the University of Maine System, which receives a significant amount of its funding from General Fund appropriations.  This bill does not increase the general obligation or moral obligation of the State.
