The Secretary of
State's budget includes sufficient funds to accommodate one ballot of average
length for the general election in November. If the number or size of the
referendum questions increases the ballot length, an additional appropriation
of $8,000 or more may be required. A
special election would require an additional appropriation of $121,392. |

The
bill notwithstands the state statutory provision that required Medicaid
(MaineCare) reimbursement for this renovation project (Title 37-B, Sec. 610),
and requires the Department of Human Services amend its long-term care
facility reimbursement rules accordingly.
There is a possibility that the federal government will not approve
this change to the MaineCare reimbursement rules. Should the Certificate of Need be granted without an
appropriation, and reimbursement be subsequently allowed, the bill would have
a fiscal impact. |
