	This bill would authorize the Workers' Compensation Board to expend up to 10% of the Workers' Compensation Board Administrative Fund without legislative approval and allocation.  The average year-end cash balance in the Workers' Compensation Board Administrative Fund for the five year period of FY1998 through FY2002 was $6,662,969.  The cash balance in the Fund as of February 25, 2003 is $3,204,491.
