Fiscal Detail and Notes
	General Fund appropriations will be required to fund 5 new staff positions, anticipated rulemaking costs, consulting services and general operating expenses required to establish a program to regulate the collection and recycling of electronic waste at the Department of Environmental Protection.  There is a provision in the bill that requires producers of electronic equipment to provide a "financial guarantee" to cover some of the Department of Environmental Protection costs of this program.  The exact financial  impact of this provision can not be determined at this time.
