	As amended, the bill includes an additional one-time Other Special Revenue funds allocation of $200,000 in fiscal year 2003-04 for the Department of Conservation for the costs of developing a boat launch facility  in Ellsworth.  The construction of the access road at an estimated cost of $200,000 will be delayed until funds are available; the date of construction can not be determined at this time.
