Since
local school units engaged in a lease-purchase agreement for temporary
interim nonadministrative space own the space once the terms of the agreement
have been fulfilled, this bill would have no fiscal impact on the Department
of Education. However, if the intent
of this legislation is to provide continuing support for those local school
units engaged in "straight" leases, the additional cost to the
General Purpose Aid for Local Schools program within the Department of
Education could be significant. The
Department estimates the additional cost for the additional subsidy to be a
minimum of $750,000 for the 2004-2005 school year. The fiscal impact on future bienniums can not be determined at
this time and will depend on the number of additional school administrative
units that submit applications to the Major Capital Improvement Program and
become eligible for the additional subsidy. |
