	Based on an understanding that the intent of this concept draft is not to increase the total amount of Community Development Block Grant money disbursed to individual towns, but to increase the amount that a town may disburse for individual home improvement projects, there would be no fiscal impact to the department.  However, if the details of the final bill require additional Community Development Block Grant funds be dedicated to home improvement grants to municipalities, there will be an impact to the Department of Economic and Community Development.
