	It is anticipated that departments and agencies within state government will incur additional costs to establish specific standards and criteria for rulemaking as a result of the requirements set forth in this bill.  However, since this legislation appears to be self-enforcing and allows departments and agencies the authority to develop their own process for reviewing the quality of information to be provided, state agencies should be able to adminster these proposed changes in the rulemaking process and stay within their existing budgeted resources.
