	This bill will result in additional costs to the Bureau of Human Resources within the Department of Administrative and Financial Services in an amount that can not be determined at this time.  It is unknown exactly how many staff may be required to handle the additional workload resulting from recording, investigating, preparing monthly status reports, describing remedial actions and communicating with state agencies and people complaining regarding all complaints from the public concerning state employees.
