	This bill Imposes a process for a municipality to handle a municipal initiative by voters of a municipality.  The process includes modifying petition forms, reviewing signature dates and, under certain circumstances, holding a second election.  Pursuant to the Mandate Preamble, the two-thirds vote of all members elected to each House exempts the state from the constitutional requirement to fund 90% of the additional local costs.
