	Assuming the Legislature through future legislation, or the Governor by curtailment of allotments, brings the General Fund budget for fiscal year 2002-03 into balance as required, this amendment increases the General Fund cost of the bill by $ 1,000,000 for the 2004-2005 biennium.  Based on the current projected balance, a balanced budget is maintained during the 2004-2005 biennium.
