	The requirement that a school administrative unit must approve the adoption, amendment or alteration of any educational policy in a public proceeding conducted pursuant to Title 1, chapter 13, subchapter 1 is a mandate.  The cost to school administrative units can not be determined at this time.  The requirement that a party, if refusing to negotiate with respect to educational policy issues, must participate in the mediation process if the other party requests it is also a mandate.  The cost of this mandate is not expected to be significant.
