| The Secretary of State's budget includes sufficient funds to accommodate one ballot of average length for the general election in November. If the number or size of the referendum questions increases the ballot length, an additional appropriation of $8,000 or more may be required. | |||||||

| The bill will limit General Fund and local government expenditures to increases that do not exceed the rate of inflation plus the State's population on a percentage basis. As currently drafted, this bill will also reduce transfers to the Maine Rainy Day Fund until transfers to the Emergency Reserve Fund reach a three month operating revenue limit. | |||||||
