	Any costs to the Department of Professional and Financial Regulation to implement this bill can be absorbed utilizing existing resources.  Giving the Superintendent the authority to reduce fees by rulemaking below the caps established in the bill could result in a reduction in fee revenue to the Bureau of Insurance, a change in the mix of the Bureau's revenue between fee and assessment revenue, and\or a change in the Bureau's fund balances.
