	This bill increases the cap on allocations for the Board of Environmental Protection Fund from $250,000 annually to $325,000.  This increase is intended to meet rising personnel and benefit costs, including the filling of an Executive Analyst position and other general operating expenses.  An increase in workload has required more frequent board meetings.  The budgeted allocations for fiscal year 2003-04 and 2004-05 are sufficient to meet the current needs of the board.  This bill will allow the board to accommodate future increased expenditures up to the new cap.  This bill also extends by five years the sunset date for the Fund Insurance Program and oil transfer fees currently required to pay for costs associated with leaks and spills from oil storage tanks.
